ORGANIZATION

The Northeast Ohio Areawide Coordinating Agency (NOACA) is a regional planning agency.  As the region's Metropolitan Planning Organization (MPO) and Areawide Water Quality Management Agency, NOACA conducts transportation and environmental planning for a five-county region that is home to 2.1 million people and includes the counties of Cuyahoga, Geauga, Lake, Lorain and Medina.

DESCRIPTION

The Manager of Engineering designs and manages highly technical transportation planning and traffic engineering programs and projects. In doing so, the Position develops, monitors and coordinates the work plan and budget for each assigned initiative. The Manager also identifies and develops new initiatives for and approaches to the Division’s portfolio of work, and performs advanced-level research, planning, analysis, evaluation, and report-writing. The primary areas of work for this position include community-level traffic operations planning, transportation safety, and signal timing optimization. The Manager of Engineering works cooperatively with NOACA staff, the US Department of Transportation, the Ohio Department of Transportation, regional and municipal agencies, other local stakeholders, and project consultants to further agency initiatives. The Position supervises one or more Division Planners/Engineers. This is a full-time, FLSA-exempt position.

 MINIMUM REQUIREMENTS

·      Bachelors Degree in civil engineering or related field, plus ten years of relevant transportation or traffic engineering experience. Master’s degree may be substituted for one year of experience and PhD for an additional year.

·      Experience with traffic engineering simulation software preferred

·      Familiarity with standards contained in Highway Safety Manual published by AASHTO preferred

·      Advanced understanding of Microsoft Office software

·      Strong research and data analysis skills

·      Strong written and verbal communication skills

·      Strong organizational skills

·      Proven management and leadership capabilities

·      Must be authorized to work in the United States

JOB DESCRIPTION

The Manager of Environmental Planning supervises and collaborates with the air quality, climate and water quality planners within NOACA’s Strategic and Environmental Planning (SEP) Division.  Under supervision of the SEP Division Director, the Manager coordinates projects, programs, and plans and monitors the budgets for those activities. The Position also serves as the Agency’s primary point of contact for and works closely with the Ohio Environmental Protection Agency’s (EPA) state and regional offices, and the Ohio Association of Regional Councils’ (OARC) Rideshare/Air Quality and Areawide/Water Quality Subcommittees.

Core air quality responsibilities include oversight of the agency’s Rideshare Program, (Gohio Commute transportation demand management platform, Gohio Mobility Tool, Vanpool Program); updating NOACA’s Air Quality Trends Report; and collaborating with the Public Affairs Division on air pollution public education and outreach programs. The Position also collaborates with the Agency’s Programming and Transportation Planning and Engineering Divisions, conducting conformity analysis to ensure that NOACA’s projects contribute to regional attainment of National Ambient Air Quality Standards (NAAQS).

Core water quality responsibilities include working with staff on the preparation of scopes of work for grant applications and funding agreements; development of strategies and plans for nutrient reduction; review of and providing recommendation on modifications to facility planning area (FPA) boundaries; maintaining and implementing the Water Quality Strategic Plan; and maintaining and implementing NOACA’s Water Quality and Wastewater Management Plan (208 Plan).

As part of the comprehensive climate action planning work that NOACA has recently undertaken in partnership with member jurisdictions, the Manager is also responsible for oversight and performance of administrative and technical tasks that are required for the completion of plan development and implementation to meet critical milestones for the U.S. EPA’s Climate Pollution Reduction Grants program. Climate action planning integrates work from both air quality and water quality planning programs into a more comprehensive framework to strengthen regional cohesion and improve quality of life in Northeast Ohio.

MINIMUM REQUIREMENTS

·      Bachelor’s Degree in Urban/Regional Planning, Public Administration, Public Policy, Environmental Planning, Environmental Science, Environmental Engineering, Sustainability or relevant field preferred, plus 10 years of relevant planning experience. Master’s degree may be substituted for one year of experience. PhD may be substituted for an additional year of experience.

DESCRIPTION

The Project Manager for Major Transportation Initiatives position (“Project Manager”) is a management level position responsible for leading specific major multimodal transportation projects. The Project Manager will assist the Transportation Engineering and Planning Division with the advancement of major projects to completion. To do so, the Project Manager will engage in activities associated with internal units such as the Programming Division, the Strategic and Environmental Planning Division, and/or the Public Affairs Division, as well as external organizations such as the Ohio Department of Transportation, transit agencies and cities. Some of the specific efforts include Interchange Justification Studies (IJS), Feasibility Studies, EV Charging Station Implementation or other initiatives in the Long Range Plan and/or Transportation Improvement Program, and updating NOACA’s Freight Plan. The Project Manager will supervise personnel through the application of a project-based matrix management structure, primarily utilizing consultants. As part of Management, the Project Manager will work in close collaboration with the agency’s Senior Management to support an organizational culture that is equitable, inclusive, and collaborative, and provide strategic and dynamic leadership within a high performing, professional workforce. The Project Manager must have a comprehensive understanding of federal and state transportation and/or environmental planning and programming requirements, as well as a full understanding of MPO functions.

DUTIES AND RESPONSIBILITIES

·      Lead major projects such as Interchange Justification Studies, Feasibility studies, EV Charging Station Implementation

·      Update the NOACA Freight Plan

·      Provide support as necessary for the preparation and/or implementation of the region’s Long Range Plan

·      Provide support as necessary for the preparation and/or implementation of the region’s Transportation Improvement Program (TIP)

·      Provide strategic oversight for the consistent delivery of large scale initiatives

·      Manage large, complex transportation projects from conception, to planning, design, implementation and performance monitoring

·      Ensure compliance with any grant funding requirements pertaining to assigned projects

·      Communicate effectively to a wide variety of stakeholders and the public

·      Prepare and manage budgets for assigned projects

·      Develop Board materials and presentations

·      Provide guidance to agency divisions to ensure the organization operates efficiently and effectively as related to assigned major projects

MINIMUM REQUIREMENTS

Bachelor’s Degree in an appropriate field of study including engineering, planning, or similar, plus ten (10) years of progressively responsible project management experience, including MPO planning, State Department of Transportation, other public sector transportation agency or similar work experience. Advanced degree preferred, and master’s degree and/or PhD may be substituted for one year of experience each. Ohio Professional Engineering (PE) license required. Must be authorized to work in the United States.

SALARY RANGE: $45,000 - $54,000

POSITION SUMMARY

The Transportation & Community Development Planner will be responsible for executing critical grantwriting management tasks and community engagement within OMEGA’s service areas, which span across 10 counties. The Planner will work under the supervision of OMEGA’s Director of Infrastructure & Community Development with tasks divided between transportation and community development. The position is ideal for an early- to-mid-level professional seeking an opportunity to engage in impactful local planning and grant-writing as they relate to infrastructure and community development in communities throughout mid-eastern Ohio.

QUALIFICATIONS FOR APPOINTMENT

KNOWLEDGE, SKILLS, AND ABILITIES:

A high degree of competency in local community engagement, with a proven ability to guide local planning and development officials through successful transportation, infrastructure and/or community development grant applications is critical. The ideal candidate will convey strong interpersonal and writing skills, a superior ability to organize complex processes such as grant-writing, program management, and an overall attention to detail and time management to aid in OMEGA’s reporting to the state and federal governments. Knowledge of and experience within the Appalachian region is beneficial. Duties include researching funding opportunities, providing program updates, developing funding strategies, and meeting with local communities, non-profits, and state and federal agencies. The selected candidate will also provide training on grant writing and funding opportunities to local constituents and internal staff.

EDUCATION AND EXPERIENCE:

Candidates should hold an associate or bachelor’s degree from an accredited college or university in the fields of political science, public administration, economics, city planning, business administration, journalism, communications, or a similar field. Candidates should have a minimum of three years of experience in their respective degree and an eagerness to grow their knowledge in transportation,infrastructure, and community development.

Ability to lead and facilitate community and economic planning activities and strong communication skills (verbal and written) are required. Evening availability and regional travel are required. This is a full-time, 40-hour per week, hybrid position, and salary is based upon education and experience.
